Seven Private Members’ Resolutions Scheduled for J&K Assembly

The Jammu and Kashmir Assembly is set to discuss seven Private Members’ Resolutions on October 29, selected from the 55 proposals submitted by legislators during the ongoing autumn session.

Of the selected resolutions, three originate from BJP MLAs, with two coming from the National Conference (NC) and one each from Congress and an Independent legislator. Assembly proceedings will recommence on Monday after a recess, having resumed after initiating only obituary references on the opening day.

Among the resolutions slated for discussion, two address the pressing need for relief, rehabilitation, and land allotment for families affected by recent flash floods and landslides in the region, while another focuses on the regularization of daily wagers across various government departments.

BJP MLA Pawan Kumar Gupta from Udhampur West has proposed a resolution urging the government to expedite relief measures for flood and landslide victims. This includes seeking assistance from the Union Government through the National Disaster Relief Fund (NDRF). Gupta’s resolution emphasizes ensuring adequate compensation and restoration of livelihoods for affected families.

Moreover, BJP legislator Balwant Singh Mankotia, representing the Chenani constituency, has introduced a resolution that appeals for the allocation of 10 marlas of land to families that lost land during the devastating flash floods of August 2025.

“This House resolves that land must be allotted for the construction of residential houses and cattle sheds for affected families,” Mankotia’s resolution states, positioned at Serial No. 7 among the proposals.

A notable resolution from NC MLA Ajaz Jan from Poonch focuses on regularizing daily wage workers in governmental roles, advocating for a structured eligibility framework that considers service duration and worker performance, listed at Serial No. 6.

In addition, NC legislator Dr. Syed Bashir Ahmed Shah (Veeri) has proposed a resolution aimed at creating employment opportunities for youth, stressing the necessity of promoting agro-based industries to ensure sustainable job creation.

Leading the list at Serial No. 1 is a resolution from Congress MLA Nizam-ud-Din Bhat, demanding the establishment of the National Law University in Srinagar. Bhat insists that the initiation of the process to establish this institution should occur without delay, highlighting that funds for its first phase have already been allocated.

The assembly also features a resolution by BJP MLA Rajeev Kumar Bhagat from Bishnah, which aims to revitalize irrigation infrastructure in the Union Territory, articulated at Serial No. 4. This proposal calls for restoring canal networks and ensuring reliable irrigation water for agricultural lands.

An Independent MLA from Thannamandi, representing the Rajouri district, has introduced a resolution concerning the implementation of Jammu and Kashmir Panchayati Raj Rules, which is positioned at Serial No. 5. Notably, this offers directives that limit contractor allocations for works up to ₹3 lakh, mandating execution through Halqa Panchayats.

The assembly will conclude its current session on Friday, highlighting a notable lack of inclusion as none of the three PDP MLAs had their resolutions selected for this discussion.

As the legislative session advances, the upcoming discussions aim to address crucial local issues that have significant implications for the livelihoods and welfare of Jammu and Kashmir’s citizens.
